Abstract

The article attempts to theoretically analyze the implementation of early intervention services for children with special needs, which at the state level is provided for in the normative legal acts of Ukraine, in particular in the Laws of Ukraine «On the Protection of Childhood», «On the Rehabilitation and Recreation of Children», «On the Prevention of Violence in families», «On social work with families, children and youth», «On the basics of social protection of disabled people in Ukraine», «On rehabilitation of disabled people in Ukraine», «On social services» and others, which are the basis of the formation process and policy implementation in the field of early care. The purpose of the article is research and analysis of the process of introducing early intervention services in Ukraine. The research procedure involved a scientifically based analysis of psychological and pedagogical sources and the regulatory and legal framework for studying the problem of early intervention in Ukraine. In the course of the research, the main ideas that are declared in international and national legal documents and are the basis for the organization and implementation of early comprehensive care for children with special needs have been clarified. The modern practice of providing early intervention services in Ukraine is substantiated, a number of indicators regarding the inclusion of young children in the early intervention program are described. Attention is focused on the biopsychosocial model of early intervention services, which takes into account not only the state of health, but also the child's capabilities, independence and participation in life. It was concluded that the early intervention system, as a separate service, is an inseparable part of the general support of the family within the entire program, and therefore is closely related to the social aspects of family support, general support of the family by the entire multidisciplinary team of specialists. A circle of problems that need urgent solution is outlined.
