Abstract

Summarizing the experience of the Council of Europe in the field of environmental protection at the regional level showed that deserve attention, especially following mechanisms of environmental democracy as: organizational — union initiatives, mechanisms, funds, scientific research programs and existing information preservation and enhancement of the natural and landscape diversity; access to environmental information and public participation in decision-making on matters relating to the environment; Administrative — integrated functional and long-term regional planning concept, which is not a set of rules that govern the planning, but rather define human rights in the context of resettlement areas subject to the limitations and possibilities of the regions where they live.
