Abstract
The article analyses the law of Ukraine concerning the rights of Deaf as a linguistic community in education policy. The article deals with coordination of legislative base of the state in the following questions: ensuring compliance with international docu!ments in education, creating the necessary documented mechanisms for the introduction of socio-cultural approach to educational policy for deaf. It was found that the ratification and legalization of many international documents (Convention on rights of persons with disabilities, Standard rules on the equalization of opportunities of persons with disabilities and others) allowed to make additions to the basic legislative acts of Ukraine. The features of changing the application of the national sign language as a means of not only communication, but also their education, determine its status closer to the verbal language, which is guaranteed by public institutions at the legislative level. Underlined is the importance of introducing the subject of «Ukrainian Sign Language» in invariant component of Model curricula at special schools for the deaf and hard of hearing children. It is established that modern Ukrainian education is an open social institution, which aims to attract both teachers, deaf children and deaf young people to form social competence, experience in the field of understanding, tolerance and cultural diversity.
