Abstract
In the article, on the basis of the implementation of the Bologna Process in Europe and Ukraine, activities of European Commission, in particular Tempus Programme and Tuning, papers of the national and foreign experts of higher education reform, leading European practice, experience of in-service training pilot program for heads of HEIs of Ukraine performed in April-May 2013, the problem of professionalization of higher education administration has been analyzed with the purpose to increase the effectiveness of the leadership activities. The ways, principals and perspectives of forming national model for professional development of higher education institutions’ leaders of Ukraine have been determined and argued in the context of the European Higher Education and Research Areas.
