Abstract
The preprint substantiates the scientific and methodological foundations for the safe, ethical and effective use of artificial intelligence (AI) technologies in vocational education and training (VET) institutions. A conceptual framework is proposed that combines three interrelated dimensions of responsible AI use – safety, ethics and effectiveness – with the cross-cutting principle of human oversight: AI suggests, the teacher verifies, and a human makes and is accountable for the decision. The material is organised into six modules: theoretical foundations of AI in vocational education; safe use of AI (personal data protection, information security and cyber risks, selection of digital tools, prevention of misuse); ethical foundations (ethical principles, prevention of algorithmic discrimination, academic integrity and transparency); effective use of AI in the educational process (pedagogical appropriateness, personalised learning, support for teachers and vocational trainers, limits of automation); organisational and methodological foundations of implementation (legal and regulatory framework, distribution of roles, development of teachers’ digital and ethical competence); practical tools and examples. The theoretical basis comprises the recommendations of UNESCO and the European Commission, Regulation (EU) 2024/1689, the Council of Europe Framework Convention on Artificial Intelligence, Ukrainian legislation and the recommendations of the Ministry of Education and Science and the Ministry of Digital Transformation of Ukraine, as well as current research on AI in education. The practical value lies in the algorithms, checklists, prompt and disclosure templates, and examples from STEM and STEAM projects implemented in VET institutions.
