Abstract
Inclusive education is currently recognized as a global principle of social justice and equal access to learning. A modern approach to its implementation is the concept of Universal Design for Learning (UDL), which takes into account the diverse needs of learners from the very beginning of curriculum and instructional design. Research shows that creating a single printed textbook for all categories of learners is impractical; therefore, effective implementation of UDL requires the development of digital educational environments. The paper analyzes international experience in using digital technologies to ensure accessibility, adapt educational content, and support students with special educational needs (SEN). Two major approaches to UDL implementation are identified: the development of separate digital applications and the creation of comprehensive digital learning environments. The findings suggest that the most promising solution is the integration of digital resources with printed materials within a blended learning framework. It is concluded that blended learning provides optimal conditions for inclusion by combining the benefits of digital technologies, adaptive content, and teacher support. Future developments are associated with the use of artificial intelligence, improvement of digital infrastructure, professional training for educators, and stronger state support for inclusive education.
