Abstract

In the context of the formation of the European Higher Education Area, the problems of the quality of PhD training have acquired an international dimension and are the subject of close attention not only of national scientific and academic communities, but also of a much wider range of international entities interested in the quality of doctoral programs as a significant factor in innovative development in Germany and the Republic of Poland, which have entered the single European area of higher education and science and are marked by the introduction of new concepts and models in the training of doctors of philosophy. It has been found that the system of training doctors of philosophy in Germany is generally very multifaceted. Therefore, when considering the issues of access to education, the conditions of the educational environment and the professional development of future doctors of philosophy, one should not lose sight of the specifics of the disciplines and the various norms and practices associated with their training. In addition, the requirements for admission, the procedure for passing, the forms of examinations and assessment are regulated by formal norms established by federal states, higher education institutions or faculties and may differ depending on the scientific field. At the same time, the organizational and pedagogical principles of training Doctors of Philosophy in the field of education in the Republic of Poland on the basis of doctoral schools have undergone significant evolutionary changes since 2019 (arising from the experience of schools and the analysis of decisions taken by other institutions, as evidenced by the constantly changing content of the internal legal acts of doctoral schools), moving from the model of traditional postgraduate studies (which was part of postgraduate education) to a new system (structured doctoral schools – (3rd level of higher education – PhD), focused on high quality scientific research, meeting the needs of both the national and European research space, interdisciplinarity and international cooperation. It was found that PhD programs in these countries have a clearly structured and formalized nature due to the requirements for the third cycle of the Bologna system (after bachelor’s and master’s degrees). They combine intensive scientific work (PhD) with mandatory training modules, scholarship support and individual mentoring, classical academic traditions with modern trends in higher education, providing a multi-level system of admission, training, assessment and dissertation defense. In view of this, the constructive experience of the organizational and legal foundations of training doctors of philosophy in Germany and the Republic of Poland will serve as a valuable reference point for the modernization of the system of training doctors of philosophy in Ukraine in order to normalize the legislative and regulatory framework in accordance with European standards and requirements and accelerate its integration into the European Space of Higher Education and Science.
