Abstract
This article examines the pathways for shaping innovative educational management in the new conditions of Ukraine through the use of modern intelligent information technologies within the framework of new European approaches to the NUTS territorial classification (Nomenclature of Territorial Units for Statistics). The relevance of the topic is determined by the presence of extreme challenges facing the modern education system, including pandemics, wars, climate change, the mass migration of schoolchildren and teachers, manifestations of digital inequality, and regional disparities in access to educational resources. Under these transformations of the educational environment, educational management requires substantial reconfiguration and enhanced effectiveness, which can be achieved only on an innovative basis, with due consideration of evidence-based data, the application of intelligent digital solutions, and regional differentiation from the level of territorial communities to that of the country as a whole. The paper presents examples of the use of intelligent technologies, in particular for the development of information and analytical platforms, decision support systems, and predictive modelling tools, which should constitute integral components of modern innovative educational management while necessarily taking into account the latest changes in the NUTS territorial classification in Ukraine. It is demonstrated that, under current conditions, particular importance is attached to the use of digital instruments for the systemic monitoring of educational processes, the analysis of regional disparities, and the forecasting of trends in the development of the educational system. The use of intelligent information technologies in combination with the NUTS spatial classification creates the conditions for the formation of integrated information and analytical education management systems that ensure the prompt collection and processing of territorially relevant data, support more effective managerial decision-making, and enhance the transparency of educational policy. The prospects for further research are substantiated with regard to the incorporation into innovative educational management of the toolkit of modern intelligent information technologies, including elements of artificial intelligence, machine learning, expert systems, fuzzy logic, and geoinformation analytics. The importance of applying educational intelligent information technologies in compliance with NUTS requirements for the development of effective educational governance under contemporary transformational crises is also substantiated.
