Abstract
The article examines the theoretical foundations of developing the compliance culture of future special education teachers in the context of Sofia Rusova's humanistic educational heritage. Compliance culture is conceptualized as an integrative professional characteristic that combines legal, ethical, reflective, and value-based components of pedagogical practice. The study analyzes contemporary international and national approaches to the protection of children's rights, inclusive education, academic integrity, and teachers' professional responsibility. It demonstrates the conceptual affinity between Sofia Rusova's humanistic pedagogical ideas and the modern principles of inclusive education, particularly child-centeredness, individualized instruction, respect for human dignity, and equal educational opportunities. The paper identifies the main directions for developing compliance culture in teacher education, including the analysis of legal cases, ethical dilemmas, reflective practice, supervision, and interdisciplinary collaboration. It is concluded that integrating Sofia Rusova's humanistic educational legacy with contemporary inclusive education principles promotes the professional responsibility of future special education teachers and contributes to the development of compliance culture as the value-based and regulatory foundation of their professional identity and practice.
