Abstract
The scientific report presents a comprehensive retrospective and analytical assessment of the twenty-year activity of the Institute of Vocational Education of the National Academy of Educational Sciences of Ukraine (2006–2026) in the context of the evolution of national pedagogical science and responses to large-scale civilisational, security and socio-economic challenges. The key stages of the Institute’s innovative development are identified and systematized: from establishing the theoretical and methodological foundations of the National Qualifications System and the modular competence-based approach to the active design of high-tech digital ecosystems, SMART technologies and the development of dual education. Special attention is paid to the Institution’s activities under martial law, particularly the strategic reorientation of research topics toward ensuring national resilience as well as the professional adaptation of veterans and internally displaced persons. The high effectiveness of the Institute’s interinstitutional cooperation with public authorities, specialized institutes of the NAS, NAES and NAMS of Ukraine, as well as with an extensive network of social partners and employers, is demonstrated, resulting in the development of new professional standards, the establishment of sectoral qualification centers, and the deployment of a large-scale experimental base. The significance of the Institute’s multi-level system for disseminating research results is highlighted, encompassing an extensive network of websites, repositories, the online periodical ‘Innovative Vocational Education’ and the professional journal ‘Professional Pedagogy’. It is substantiated that the Institute’s strong human resource capacity and authoritative research schools enable it to function as a leading analytical center for the modernisation and harmonisation of the national system of vocational and professional pre-tertiary education in line with European standards.
