Abstract

The article presents a comprehensive comparative analysis of approaches to the implementation of mobile learning in school education within an international context, with particular consideration of security aspects. The relevance of the study is determined by the rapid digital transformation of educational systems and the increasing role of mobile technologies in the learning process. The aim of the study is to identify and compare models and practices of mobile learning implementation across different countries, taking into account the specifics of educational policy, the level of digital infrastructure, and socio-economic conditions. The paper analyzes the experience of countries with a high level of digitalization in education, where mobile learning is integrated at a systemic level, as well as developing countries, where mobile technologies serve a compensatory function by providing access to educational resources. Key models of mobile learning implementation are examined, and it is established that in advanced educational systems mobile technologies are used not only as a means of accessing information but also as tools for organizing inquiry-based, project-based, and collaborative learning activities. Special attention is given to the analysis of risks and challenges associated with mobile learning, particularly issues related to information security, personal data protection, and the formation of students’ digital footprints. It is emphasized that the use of mobile applications and platforms is accompanied by the accumulation of large volumes of educational data, which necessitates the implementation of effective data protection mechanisms. The article also analyzes international approaches to risk mitigation, including the development of policies regulating the use of mobile devices in schools, the implementation of digital literacy programs, the use of secure educational platforms, and restrictions on access to inappropriate content. The importance of integrating digital safety issues into the curriculum is highlighted as a key factor in fostering responsible use of technology among students. It is concluded that the effectiveness of mobile learning implementation depends on a balanced integration of pedagogical, technological, and security components. Practical recommendations for the safe and effective integration of mobile technologies into school education are proposed.
