Abstract

The purpose of the article. The publication substantiates the conceptual foundations of the STEM approach embedded in the 2025 State Standard of Primary Education and explicates its integrative potential through the lens of regulatory requirements for primary school students’ learning outcomes. Methodology. A complex of methods was applied: theoretical (systemic analysis of regulatory and legal documents, in particular the State Standard 2025, comparative analysis of international STEM education strategies, generalization of scientific approaches to the primary education content integration); structural and functional analysis (for decomposing the text of the Standard into teleological, content-constructive, and instrumental-diagnostic blocks to identify mechanisms for implementing the STEM approach). Scientific novelty. For the first time, a structural and functional analysis of the 2025 State Standard of Primary Education has been conducted as a holistic regulatory tool for STEM-oriented learning. The document is shown to possess a systemic STEM architecture, ensuring that natural sciences, mathematics, technology, and informatics converge at an operational level. The study clarifies the content of cross-curricular skills as a cognitive foundation for student research. It supports the shift from a knowledge-based to a research-based paradigm by implementing the engineering design cycle in primary education. Conclusions. The research findings confirm that the 2025 State Standard is a strategic framework for STEM education in Ukraine. It connects value orientations and research competence indicators. To realize the Standard's STEM potential, educators must facilitate inquiry-based learning, use integrated project-based approaches, and apply formative assessment to track and support student learning. The updated Standard creates a framework to help develop learners who address complex problems in a high-tech society.
