Abstract

This publication justifies the use of the FAIR principles as the foundation for building an open and interoperable system for the professional development of educators. The application of the FAIR principles in the system of continuous professional development for educators creates the conditions for building an open, interoperable, and managed digital ecosystem for professional development. Implementing this approach enables effective search for educational offerings, access to high-quality content, automated recognition of learning outcomes, and reuse of instructional resources. To implement the FAIR principles in domestic practice, it is advisable to standardize metadata for certificates, create an open registry of CPD providers, use interoperable formats for digital records, and implement pilot projects for the digital accumulation of teachers’ professional development outcomes.
