Abstract

The study provides a quantitative measurement of the level of the qualification gap, which makes it possible to analyze its dynamics and to carry out assessments for any region regardless of the size of the workforce and territorial scale, based on the calculation of a relevant coefficient. A comparative analysis of the presence, level, and dynamics of changes in the qualification gap among higher education specialists was conducted for six regions of Ukraine and the city of Kyiv. The results of the regional analysis show that the level and dynamics of the qualification gap largely depend on labor mobility, the economic structure of regions, and flows of internally displaced persons. In some regions, a temporary reduction of the qualification gap is observed due to migration processes; however, these changes are not sustainable and do not eliminate the root causes of the problem. The study confirms that the qualification gap is one of the key systemic problems of the modern labor market and is directly related to the effectiveness of the higher education system. The mismatch between graduates’ professional competencies and the current requirements of employers leads to a paradoxical situation in which vacant jobs coexist with unemployment among people with higher education, complicating the integration of young specialists into the professional environment. The analysis of employment problems of higher education graduates shows that having a diploma does not guarantee successful entry into the labor market. A significant share of graduates is forced to continue their studies or work outside their field of specialization, which indicates the limited practical orientation of educational programs and an insufficient level of applied and interdisciplinary competencies. These problems have become especially acute under the crisis conditions of recent years, in particular due to the full-scale war, which has significantly transformed regional labor markets and intensified territorial and professional imbalances. It is proven that the qualification gap and the difficulties of graduate employment should be considered as interrelated challenges. Their solution requires comprehensive and consistent reforms of the higher education system, oriented toward the needs of the economy, society, and the future development of the country.
