Abstract
The article presents the results of research on the formation and development of institutional policies for open science in higher education institutions in Ukraine and the role of scientific libraries in their implementation. The evolution of key concepts of open science (open access, open data, open innovation, research space, open software) in the regulatory and legislative context is considered. Emphasis is placed on the need to analyze current processes of implementing open science principles in institutional practice through the prism of legislative regulation, including national strategic documents and regulations governing the creation, preservation, and dissemination of scientific research results. Particular attention is paid to the regulatory and organizational regulation of European open access policies, which are influenced by the digitization of research infrastructure. It is shown that higher education institutions in Ukraine are forming their own institutional open science policies, which regulate the creation, preservation, and dissemination of scientific research results, ensure standards for research data management, and promote the development of institutional repositories. In this process, scientific libraries of higher education institutions are gradually transforming from service departments into leading participants in the implementation of open science policies, performing organizational, expert, and technological functions. Using the example of policy registration in the international ROARMAP registry, the experience of scientific libraries of Ukrainian higher education institutions in providing information support for institutional open science practices is analyzed, and the level of their integration with European standards is assessed. It is emphasized that the development of institutional open science policies in Ukraine is an important stage in the implementation of the National Open Science Plan and the Concept of the State Target Program for the Development of Research Infrastructure, as well as an effective tool for strengthening the role of libraries in the development of open research infrastructure.
