Abstract
This article explores the comprehensive transformation of higher education driven by the imperative to integrate the Sustainable Development Goals (SDGs), strategic internationalization, and digital technologies. It is argued that modern Higher Education Institutions (HEIs) face profound global challenges – such as climate change, social inequality, and rapid digitalization – which necessitate a fundamental rethinking of traditional academic models. The study highlights the transition from an elitist conception of HEIs to the «University 4.0» model. Particular attention is paid to the conceptual synthesis of Education for Sustainable Development (ESD) and Internationalization of the Curriculum (IoC). This approach aims to cultivate a core set of meta-competencies in students. Furthermore, the article analyzes a shift in the internationalization paradigm: moving from limited physical mobility toward inclusive formats such as «Internationalization at Home» (IaH) and virtual exchanges based on the COIL (Collaborative Online International Learning) model. Digital transformation is examined as a systemic lever that, through big data and artificial intelligence, facilitates the localization of SDGs and the implementation of «virtual decentralization» in resource management. The critical role of a teacher’s technological-pedagogical literacy (the TPACK framework) is emphasized as essential for ensuring high-quality design within the virtual educational environment. Consequently, HEIs must embrace social responsibility through: strengthening stakeholder partnerships (communities, business, government, and international partners); transparent management mechanisms and impact assessment; diversification of funding to ensure institutional resilience; a commitment to inclusivity and equity as a fundamental norm. Practical implications for HEIs include: flexible educational trajectories, modularity, and lifelong learning opportunities; the adoption of shorter formats (e.g., micro-credentials); updated curricula with a competency-based focus; the development of digital and intercultural skills as «foundational» across all professions. The study concludes that implementing the Lifelong Learning (LLL) framework and harmonizing the value orientations of the SDGs with digital tools is the only viable path toward modernizing higher education as a global public good.
