Abstract
The article substantiates the need to shift from formal knowledge control to strategic monitoring encompassing economic, institutional, and social dimensions of the development of academic staff potential in higher education institutions. It analyses innovative models and tools for monitoring and evaluating the effectiveness of academic staff professional development. It is demonstrated that, within the context of corporate education, these processes should be grounded in a synergy of pedagogical methods and economic evaluation models borrowed from the corporate sector. The Kirkpatrick Model is examined as a foundational framework for assessing learning outcomes and behavioural change, alongside the Phillips Model, which extends evaluation by incorporating Return on Investment (ROI). A practical example of calculating economic efficiency is provided, illustrating the transformation of professional development from a cost category into a strategic investment. The study also highlights the importance of intangible benefits, including enhanced academic reputation, strengthened innovation culture, and increased staff loyalty. The potential of the Kaufman Model is outlined, particularly in extending evaluation to societal impact, as well as the CIPP and CIRO models, which integrate monitoring into instructional design processes. In addition, the V-Model and the Performance Analysis Quadrant (PAQ) are analysed as tools ensuring evaluation validity and resource optimisation. The study outlines the key features of applying contemporary tools for monitoring and evaluating the effectiveness of academic staff professional development, based on learning analytics, AI-driven evaluation systems, and large language model-based assessment tools. The study demonstrates that integrating pedagogical and economic approaches enables a transition from a process-oriented to a results-oriented approach in evaluating professional development. A multi-level monitoring system is proposed, capable of ensuring objective verification of outcomes and enhancing the intellectual and reputational capacity of higher education institutions.
