Abstract
This article highlights the transformation of Ukraine’s vocational and professional pre-higher education in 2025, which, amidst martial law and the demands of post-war reconstruction, has become a cornerstone of the state's economic resilience. The study analyses the pivotal scientific and practical outcomes achieved by the Institute of Vocational Education of the National Academy of Educational Sciences (NAES) of Ukraine. It emphasises the implementation of the new Law of Ukraine "On Vocational Education" and the alignment of the national vocational education quality assurance (QA) system with European instruments. The paper elucidates the essence of the "twin transition" (digital and green) methodology. Furthermore, the research substantiates the architecture of a unified digital educational environment for the vocational training of machine-building industry specialists. It also discloses innovative approaches to cultivating energy-efficiency competencies among construction specialists and organising work-based learning through VR/AR and BIM technologies within the context of Industry 5.0. Substantial attention is devoted to modernising vocational career centres to support lifelong learning – specifically for veterans and internally displaced persons – while also fostering the emotional and volitional resilience of teaching staff within vocational and professional pre-higher education institutions. Having investigated vocational education and training (VET) quality assurance systems across Western and Northern Europe, the study offers methodological recommendations for integrating successful European educational practices into Ukraine's own vocational quality assurance framework. Additionally, the article outlines the strategic perspectives for the Institute’s scientific activities scheduled for 2026. The findings demonstrate that systemic scientific support remains a prerequisite for the effective modernisation of the skilled workforce training system to meet the demands of the contemporary labour market.
