Abstract
The article substantiates the relevance of studying the Ukrainian language as a state language, in particular in terms of the formation of reading literacy. The importance of the formation of reading literacy in the process of studying the Ukrainian language by students of grades 3-4 with instruction in the languages of national minorities is emphasized. The generalized results of the analysis of scientific and methodological literature on the research problem are described in detail. In particular, there is a diversity of opinions regarding the interpretation of the concept of «reading literacy», which consists in considering the essence of the term "reading literacy" both separately and in the context of international studies. Examples of interpretations proposed by domestic scientists are given. The peculiarities of the interpretation of the concept of «reading literacy» in the context of international studies PISA and PIRLS, the presence of relevant changes over the years of conduct are clarified. Taking into account the revealed retrospective, the essence of the concept of «students' reading literacy» is specified and its definition is clarified for use in the modern educational process of general secondary education institutions. Attention is paid to working with texts as an important aspect of the development of reading literacy of education seekers. The stylistic and genre diversity of texts is described as the basis for the development of reading literacy, taking into account the criteria and experience of selecting text material for testing in the process of conducting international research and the specifics of bilingualism. The domestic features of multilingualism are briefly described. In particular, statistical data are provided that illustrate the current state of implementation of multilingualism in general secondary education institutions of Ukraine. The changes and negative consequences caused by Russian aggression are specified. The focus is on the components of the reading activity process, qualitative and quantitative characteristics of the components of a competent reader of primary school age. The difficulties are listed and effective forms of learning and educational activities of students, methods, techniques, etc. are described for the effective development of reading literacy of students in grades 3-4 with instruction in the languages of national minorities in the process of teaching the Ukrainian language.
