Abstract

"Roadmap for Increasing the Inclusiveness of Higher Education in Ukraine during Post-War Recovery" was initiated by the challenges of the war, to which Ukrainian HEIs and society as a whole must respond, namely: the growing number of veterans, people with disabilities, internally displaced persons, people with serious psychological trauma. This list can also include people who have no chance of returning to their previous profession; children left without parental care; adults who have returned from abroad and cannot find themselves in the new circumstances of martial law, etc. Ukrainian HEIs can respond to the above challenges by adapting educational programs and educational materials, updating technologies and teaching methods, taking into account the targeted requests of education seekers and focusing on the best global and European standards of social inclusion in education, improving the educational environment, including UDL (universal design for learning). The proposed "Roadmap" can serve as an effective tool for social unity and state restoration, meeting both national priorities and international obligations of Ukraine (in particular, EU requirements and the principles of the Bologna Process). The implementation of the Roadmap will contribute to the development of inclusiveness, the formation of an inclusive culture both in higher education institutions and in the higher education system of Ukraine as a whole. It is addressed to policymakers in the field of higher education, experts, researchers, heads of higher education institutions, teachers and students.
