Abstract
The author analyses the current key EU initiatives at the levels of preschool, school, VET, higher and adult education. The relevance of the study is stated in the context of Ukraine’s obtaining the status of a candidate for EU membership and harmonisation of the national legal system with the ‘acquis communautaire’, including the area of education and science. To achieve this paper goal, the method of analysing key EU documents that define the directions of development of European policy relating education and training by level was used. The author also studied the legislative and strategic documents of Ukraine regulating the process of European integration of national education. The analysis of monographic studies made it possible to understand the nature of the scientific discourse on this issue. The author analyses the Strategic Framework for European Cooperation in Education and Training towards the European Education Area and beyond (2021-2030), which aims to build the European Education Area. The strategic priorities of cooperation within the framework of the concept of lifelong learning in the contexts of formal, non-formal and informal education are described. It is revealed that the EU policy guidelines at the levels of preschool, school, VET, higher and adult education cover the parameters of quality, equity, inclusion, key competences, culture of lifelong learning, support for green and digital transitions and are united to form a synergistic effect that intensifies the achievement of the declared goal. It is concluded that the EU’s education policy today is characterised by targeted, multi-vector and multi-level influences in order to achieve the goal of building the European Education Area. Strategic priorities of the European cooperation in the process of its construction, which are clear and implementable, ensure innovative transformation of all levels of education on the basis of synergy and systematicity. Coverage of all levels of education by the creative idea of building the European Education Area is ensured by the application of the methodology of combining thematic and level formats of formulating cooperation priorities. The effectiveness of the implementation of the proclaimed is ensured by the use of indicators, deadlines for their achievement and progress monitoring.
