Abstract

The article presents a comprehensive analysis of European integration trends in the development of inclusive school education through a comparative examination of the experiences of the European Union and Ukraine. The conceptual evolution of inclusion is explored – from the Salamanca Statement, which laid the foundations for adapting schools to the needs of the child, to its consolidation as a fundamental principle of social justice within the European Pillar of Social Rights. It is determined that within the EU, inclusion is regarded as a multidimensional imperative that combines the legal status of the individual with a strategic objective of societal development. The variability of national inclusion models is analyzed, ranging from Italy’s practice of full integration to Poland’s experience in operating a network of psychological and pedagogical counseling centers that provide multidisciplinary support for learners within mainstream education. The approaches of Austria and Germany to building systems of professional and psychological-pedagogical support for stakeholders in inclusive education are also examined. Special attention is paid to the transformation of the Ukrainian education system. It is established that Ukraine demonstrates a high degree of dynamism in transitioning from a medical-corrective model to a social model of support. The role of the National Strategy for Creating a Barrier-Free Environment and the introduction of a tiered system of student support are highlighted as effective tools for harmonizing national practices with European standards. Based on the comparative analysis, strategic vectors for the further development of inclusion in Ukraine are substantiated. It is argued that despite significant progress in the legislative and institutional domains, priority areas remain the modernization of infrastructure based on the principles of universal design, the systematic integration of inclusive competence into teacher education and professional training programs, and the cultivation of empathetic attitudes toward children with special educational needs within society. The article concludes that the successful implementation of inclusive reform is an integral component of Ukraine’s European integration course and a crucial prerequisite for building a humane and inclusive society.
