Abstract

"Regulations on the prevention and settlement of conflicts of interest at the Belotserkva Institute of Continuing Professional Education" have been developed in accordance with the norms of the Laws of Ukraine "On Prevention of Corruption", "On Higher Education"; the Convention for the Protection of Human Rights and Fundamental Freedoms; Methodological recommendations on the application of certain provisions of the Law of Ukraine "On Prevention of Corruption" (hereinafter referred to as the Law) regarding the prevention and settlement of conflicts of interest, compliance with restrictions on the prevention of corruption, approved by the decision of the National Agency for the Prevention of Corruption dated January 12, 2024 No. 2. The presence of any conflict of interest does not necessarily lead to corruption, but significantly increases the risk of committing corrupt acts and is, in fact, their prerequisite. A conflict of interest may occur not only when the specified conflict has actually affected the objectivity or impartiality of decision-making (committing or not committing actions), but also when it can potentially affect them if it concerns a conflict between the personal interest of a close official and his official powers. Concealment by an official of an existing private interest is already regarded as a violation of official discipline and requires taking appropriate measures to prevent corruption. Deprivation of a private interest should exclude the possibility of concealing it.
