Abstract

The article provides a comprehensive analysis of policies and practices for evaluating the research activities of young scientists in the context of the spread of the principles of open science. The aim of the study is to identify transformations in modern approaches to evaluating the scientific results of researchers at the early stages of their careers and to determine their impact on the professional development of young scientists. The methodological basis of the work is the analysis of regulatory and legal acts, international European strategic documents in the field of open science, as well as a comparative analysis of national and European practices for evaluating research activities. The article analyzes approaches to evaluating young scientists in the countries of the European Research Area using the example of the Netherlands, Germany and Finland, which represent different models of reforming evaluation systems. It is substantiated that traditional quantitative metrics, in particular publication indicators and ratings, do not fully reflect the scientific potential of young scientists and may create additional barriers to their career development. It was found that the introduction of narrative assessment formats, focus on qualitative indicators, recognition of contributions to open science, internationalization and team research activities contribute to the formation of more equitable and sustainable career trajectories. Special attention is paid to the Ukrainian context, in particular to the instruments of state grant and scholarship support for young scientists as elements of formalized assessment of scientific activity. The results of the study demonstrate the feasibility of transitioning from the dominance of quantitative indicators to a comprehensive assessment that combines the analysis of achievements and forecasting of the professional potential of a young scientist taking into account the principles of open science. The conclusions obtained can be used to improve national and institutional policies for assessing research activities of young scientists in Ukraine in the context of integration into the European Research Area.
