Abstract

The strategic role of internal quality assurance (QA) systems for the development of higher education institutions (HEIs) and research establishments in the context of institutional autonomy and globalization is substantiated. Key challenges on the path to their implementation are analyzed, notably the risks of formalism, insufficient stakeholder engagement, and a detachment from international standards such as the European Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG). The fundamental principles for constructing an effective Internal Quality Assurance System (IQAS) are examined, which are based on student-centeredness, the nexus of teaching and research, and broad interaction with all participants in the educational process. Based on this analysis, recommendations are proposed aimed at fostering a proactive culture of quality, rather than merely ensuring formal procedural compliance
