Abstract
The need to study the current problems of wartime and post-war reconstruction in the field of education, pedagogy and psychology, the creation of new competitive scientific products in accordance with the Ukraine Recovery Plan and the need to bring the education sector into line with the standards and recommendations of the European Union in connection with granting Ukraine the status of a candidate for accession to the EU oblige the further development of the Bila Tserkva Institute of Continuing Professional Education. The Development Strategy of the Bila Tserkva Institute of Continuing Professional Education for 2025–2027 is the main planning document for the development of the Institute, the development of joint activity programs, the planning and implementation of scientific research in the field of education, pedagogy and psychology, and the deepening of the integration of the national educational and scientific spaces into the European and global educational and research spaces. The purpose of the Development Strategy of the Bila Tserkva Institute of Continuing Professional Education for 2025–2027 is to identify ways, tools and indicators to enhance the social role and increase the contribution to the training and advanced training of managerial, scientific, scientific-pedagogical and pedagogical personnel of education and ensure the advanced development of educational sciences, pedagogy and psychology in accordance with modern challenges and threats. The strategy contains priorities and tasks for the next three years and ways to achieve development goals, taking into account the SWOT analysis, outlining the external and internal environment, identifying strengths and weaknesses, opportunities and threats. The strategy regulates the main strategic directions of the work of the Bila Tserkva Institute of Continuing Professional Education through the formulation of the mission and vision, the main strategic and operational goals and objectives for their achievement, mechanisms for implementing and monitoring tasks in strategic areas, expected results and methods of measuring them. The need to develop a Development Strategy is caused by the intensification of global challenges that have arisen before the world economy today, the strengthening of the influence of the global labor market and educational trends in the development of science, the risks and threats that have arisen before the country's economy in recent years, and most of all - the development of new generation technologies, the aggravation of demographic and social problems, the need to improve the quality of education in accordance with international educational standards. Thus, the development of the Development Strategy of BINPO is due to the need to implement changes aimed at achieving the highest quality of education and educational services and the competitiveness of the institution in the new socio-cultural context. The development strategy of the Bila Tserkva Institute of Continuing Professional Education for 2025–2027 is based on modern legislative and regulatory support, scientifically based criteria for assessing the quality of the educational process, state standards of higher and professional education, and the results of permanent monitoring of demand and supply of the needs of the regional labor market for highly qualified and competitive specialists.
