Abstract
The creation of a safe educational environment within an educational institution is a complex, multi-level process that integrates pedagogical, psychological, organizational, and managerial factors. Safety is considered as a holistic development strategy of the institution, aimed at protecting the life, health, dignity, and well-being of every participant in the educational process. It is substantiated that the effectiveness of this strategy depends on the presence of specific conditions (organizational-managerial, psychological-pedagogical, staffing, material-technical, and social-partnership). Their interaction forms the basis for the stable functioning of a safe educational environment, while organizational mechanisms are focused on risk prevention, timely response, and the development of a culture of safe behavior, open communication, and mutual responsibility. A decisive role in these processes belongs to the head of the educational institution, who acts as a strategist, coordinator, and leader capable of ensuring the safe functioning of the educational environment and shaping its value content. An important component of managerial activity is the partnership between the school principal and the school psychologist, which allows integrating the psycho-emotional aspect of safety into all areas of school life. Joint work of the administration and the psychological service ensures timely identification of problems, prevention of teachers’ emotional burnout, development of stress resilience skills, and support for children in crisis situations. The significance of systematically engaging the teaching staff in building a safe educational environment is highlighted. Forms of cooperation (pedagogical councils, trainings, strategic sessions, safety teams, educational initiatives) are described as those that promote collective responsibility, reflection, and professional solidarity.
