Abstract
The paper states the relevance of studying the integration of national education into the European educational area in the context of Ukraine’s obtaining the EU candidate status in 2022 and the beginning of harmonisation of the national legal system with the ‘acquis communautaire’. The purpose of the paper is to analyse the progress in the development of the European Education Area, which is proclaimed as the goal of European cooperation in the document ‘Strategic Framework for European Cooperation in Education and Training towards a European Education Area and Beyond (2021-2030)’. The main attention is paid to understanding the format of the Strategic Framework as a tool used by the EU to govern this cooperation, outlining the goals and tactics to achieve them. In order to achieve this goal, the method of analysing key EU documents that regulate the legal framework and determine the directions of development of cooperation in education was used. The analysis of monographic studies made it possible to understand the nature of the scientific discourse on this issue. The paper reveals the positive trends demonstrated by national education systems on the way to building the European Education Area even in the face of unpredictable challenges. It is stated that the effectiveness of the current European Education Area Strategic Framework is ensured by the format of an integral system that covers the multiplicity of its components in the unity of policy objectives with specific time frames, mechanisms for governing this cooperation in a set of indicators, monitoring and evaluation, which increases responsibility for common priorities. A list of innovative characteristics of the current Framework is formulated, which includes structuredness over time; measurability; transparency and adaptability; vertical integration, horizontal synergy through networking. It is concluded that it is important to harmonise the priorities of the Ukrainian education development with the European ones, as defined in the European Education Area Strategic Framework, and to further study its conceptual guidelines, principles and practices from the perspective of achievements, challenges and adaptation to national realities.
