Abstract

The war has radically changed the functioning of territorial communities, especially those located in Ukraine s borderland regions. Geographic proximity to the state border, military threats, infrastructure damage, and internal/external migration have directly affected the stability of the educational environment. This article presents the results of an analysis of the educational profiles of territorial communities situated in Ukraine's borderlands and sharing a state border with other countries, using the following indicators: the number of general secondary education institutions (GSEIs); the number of students (including students in grades 1 4, 5-9, and 10-11); and safety-risk levels in the education system. It is determined that among 1,469 communities in Ukraine (including 31 territorial communities located in non-government-controlled areas within Donetsk and Luhansk oblasts), 154 territorial communities directly adjoin the state borders of neighboring countries. The largest numbers of borderland communities are found in Odesa, Zakarpattia, Chernivtsi, and Sumy oblasts. In Ukraine's borderland regions that have a state border with other countries, there are 1,302 general secondary education institutions serving over 256,000 students. The most extensive school networks among the borderland regions are concentrated in the territorial communities of Odesa, Lviv, Zakarpattia, Volyn, and Chernivtsi oblasts. Territorial communities are analyzed by safety-risk levels in the education system (insurmountable, very high, high, moderate, and satisfactory). The data indicate an uneven safety environment across borderland communities: nearly half are in critical zones with insurmountable (25 communities) or very high (49) risk; 11 communities face a high level of risk. Only one third (52 communities) have satisfactory conditions for relatively stable in-person learning, while 17 communities fall within the moderate-risk zone.
