Abstract
This article substantiates the importance of strategic management as a key mechanism for developing a modern general secondary education institution. It reveals the content and structure of the school's development strategy, identifying its key components: mission, vision, values, and strategic goals and objectives. These components ensure consistency in educational policy, pedagogical practice, and social partnership. The article emphasises that an educational institution's strategy is a long-term programme of action aimed at improving the quality of education, creating a competitive educational environment, and adapting to social and technological challenges. This paper conducts a theoretical analysis of scholarly approaches to defining the concept of 'strategy' in education, highlighting two main conceptual frameworks. The first is a philosophical framework oriented towards the value-semantic foundations of educational development. The second is an organisational-managerial framework focused on the practical implementation of strategic decisions and projects in school activities. Particular focus is given to the role of the library as a structural element within the strategic management system of an educational institution. It is demonstrated that the school library functions as an information and communication centre, as well as a cultural and educational resource centre, supporting the realisation of the school’s strategic priorities: ensuring the quality of education, fostering an information culture, media literacy, reading competence, and partnership interaction with the community. The study emphasises the need to reconceptualise the role of the librarian — moving from that of a technical executor to that of an active participant in strategic processes, a leader of information and communication interactions, and a consultant and tutor within the educational environment. The article proposes ways in which libraries can contribute to the implementation of the school development strategy, the formation of a positive institutional image, and the introduction of innovations into the educational process. The conclusion is that a strategic approach to library management is an integral part of the overall strategy for the development of educational institutions, enhancing pedagogical efficiency, fostering the creative potential of those involved in education, and affirming the library’s role as a key factor in the sustainable development of the modern school.
