Abstract

The article examines the comprehensive multi-level quality assurance (QA) system for vocational education and training (VET) and higher education (HE) in Iceland, which is based on close cooperation between state regulators and sectoral centers. In VET and general secondary education, the Ministry of Education approves curricula and controls quality through external evaluation. VET curricula are developed in collaboration with sectoral councils. A key player is the IDAN Vocational Education and Training Centre, a non-profit organization founded by industrial associations, which provides continuing education services, manages educational contracts, conducts skills assessment, and facilitates the recognition of prior learning. Higher education QA is carried out by the independent Icelandic Quality Assurance Agency (IAQA). Its mission is to develop the Quality Enhancement Framework (QEF) and conduct external reviews of HEIs to ensure compliance with European standards (EHEA). Iceland's QA system demonstrates a successful combination of state supervision with a high level of sectoral participation and self-regulation, oriented towards continuous improvement.
