Abstract
Relevance. Despite the challenges posed by the ongoing war, Ukrainian vocational colleges face the critical task of significantly enhancing the quality of training for middle-level specialists — technicians, managers, and technologists — who are essential for national recovery and digital transformation. The key figure in this process is the lecturer, whose professional competence directly determines the effectiveness of educational activities. High-quality implementation of this task necessitates the continuous, systematic development of lecturers' professional competence (LPC), integrating various qualification improvement measures into a unified methodological system. Given the multifunctional nature of pedagogical work, a crucial issue is the systematic design of the content of LPC development, defining principles, criteria, stages, and methods for selecting and structuring innovative knowledge, skills, and personal growth experiences for each college educator. Objective. To develop and theoretically substantiate a technology for designing the content of professional competence development for lecturers of vocational colleges, serving as a scientific and methodological foundation for systematic, goal-oriented, and person-centered enhancement of their pedagogical mastery. Methods. Theoretical analysis of domestic and international scientific works on the selection and structuring of educational content; systematization of experience in course and inter-course qualification improvement; analysis of the methodology of professional development in vocational colleges; practical application and verification of the proposed technology within the framework of the Nemishayiv Professional College of NUPES (2024–2025). Results. A comprehensive technology for designing the content of LPC development has been proposed, comprising nine sequential stages: 1) Analysis of qualification improvement programs and internal methodological practices; 2) Definition of the structure of educational content and its components (knowledge, skills, creative and emotional-volitional experience); 3) Formulation of principles and criteria for selecting and structuring information; 4) Selection of content based on the functions of pedagogical activity and professional standards; 5) Structuring material into key blocks (terms, facts, laws, theories, methods); 6) Filtering and compression of information; 7) Editing and logical structuring; 8) Determination of the optimal sequence of learning; 9) Establishment of interrelationships between content, methods, forms, and tools of learning. The technology was successfully applied to the discipline "Inclusive Education," demonstrating its practical utility in generating a detailed list of learning elements. The proposed approach moves beyond intuitive practices, providing a scientific basis for creating personalized, coherent, and effective professional development programs. Conclusions. The proposed technology enables a transition from an intuitive to a scientifically grounded, systematic approach to organizing the professional development of vocational college lecturers. It ensures goal-directedness, logical coherence, and personalization of qualification improvement, thereby fostering the formation of a well-rounded, innovative, and adaptive pedagogical mastery essential for preparing high-quality specialists during wartime and post-war transformations.
