Abstract

The reform of vocational education in Ukraine is a strategic response to the challenges of post-war recovery and the demands of European integration, which require the modernization of workforce training and the harmonization of educational standards. The new Law of Ukraine “On Vocational Education” transforms the outdated centralized system by introducing institutional autonomy, flexible learning pathways, expanded employer participation, and quality assurance mechanisms aligned with European frameworks. The implementation of the law creates conditions for a competitive market of educational services and improved qualification quality, yet will require substantial investments, the training of managerial personnel, and sustained cooperation between the state, employers, and civil society.
