Abstract

In the article, the system of designing a variable component of the content of complete general secondary education, developed and substantiated by the author, is made public. In the course of the study, the levels of management of the education system were defined and substantiated, at which the variable component of the content of complete general secondary education can be designed (the system of its design is implemented), such as: national, regional, local, the level of a general secondary education institution, a structural subdivision of such an institution (elementary school, gymnasium, lyceum). The author substantiates that the most significant role will be played by the state level (development and approval of state standards of complete general secondary education, typical educational programs according to its levels, regulatory and legal support, which will determine the order of forma-tion of the variable component of the content at this level of education, as well as rights, duties and responsibilities of the subjects involved in carrying out this process) and the level of the general secondary education institution at which the design of the variable component of its content will take place during the development and approval of the educational program of the school. The system of designing the variable component of the content of complete general secondary education (implemented at the school level) is defined by the author as a set of interconnected components, the interaction of which ensures the development of the project of the variable component of this content, its coordination with the in-variant component, and the integration of both components in the educational program of the general secondary education institution with further implementation in its educational process. The component structure of the design system of the variable component of the content of complete general secondary education is determined and substantiated, namely: subject (qualitative and quantitative requirements for design teams), object, organizational and managerial (legal support, goals and objectives of project activities, team organization designers), methodical (set of methods and means of project activity), resource (main personnel, scientific and methodological, financial, material, technical and informational resources of the specified design), operational (sequence of stages of project activity), effective (a proj-ect of a variable component of the content of complete general secondary education, which is integrated into the educational program of the school, is implemented in its educational process). The components of this system are detailed by the author for the level of the general secondary education institution. The functions that will be ensured by the implementation of the system of designing the variable component of the content of complete general secondary education in the educational process of the school are distinguished and substantiated, namely: organizational-management, educational (scientific-methodical), diagnostic, predictive, goal-setting and planning, communicative, coordinating functions, regulatory, control.
