Abstract
The Concept presents the theoretical and methodological foundations of the professional and personal development of academic and teaching staff in higher education institutions within the context of contemporary social transformations and European integration processes. The relevance of developing the personal potential of the teacher-researcher, strengthening professional autonomy, fostering an innovative culture, and upholding academic integrity as key components of teaching competence is substantiated. The strategic goal, principles, objectives, and main directions for implementing the Concept are outlined, aimed at creating a comprehensive system for supporting the professional development of academic and teaching staff. The Concept is addressed to university leaders, academic and teaching staff of higher education institutions, researchers, doctoral and postgraduate students, as well as specialists in the fields of teacher education, adult education, and human resource development.
