Abstract
The methodological guide comprehensively reveals the theoretical and practical aspects of managing the competitiveness of vocational education institutions in the context of dynamic changes in the educational market and increasing demands from employers. It offers a systemic and adaptive approach, considering competitiveness as a strategic goal of sustainable development that integrates the quality of educational services, human resource potential, and effective market positioning. The essence of the competitiveness of a vocational education institution, its key factors, and the pivotal role of staff competitiveness are defined. Approaches to quality management in education are characterized; technologies of strategic management are substantiated, including tools for external and internal environment analysis (SWOT, PEST, STEP). The guide formulates approaches to developing and implementing a competitive strategy, describes educational brand and reputation management, and analyzes organizational and managerial technologies – in particular, human resource development, application of leadership principles, team building, innovation management, implementation of digital tools, and partnership interaction with employers. Criteria, indicators (KPI), and methods of monitoring and evaluation – including self-assessment technologies for management efficiency and feedback instruments – are refined. An algorithm for developing a competitiveness enhancement program is proposed. The guide presents case studies of successful national and European practices, highlights the role of grant activities, cooperation with communities and businesses through dual education mechanisms, and models of public reporting. Methodological recommendations and tools for internal quality auditing are also provided. The publication is intended for managers, teaching staff, and other participants in public-private partnerships in the field of vocational education who strive to ensure sustainable development of their institutions and maintain leadership positions in the regional labor market.
