Abstract

The article examines the development of partnerships in the field of vocational education as a key tool for improving the quality of training skilled workers in line with the modern labor market requirements. The author emphasizes the importance of public-private partnerships that provide access to resources, investments, and expert support from businesses, government authorities, and civil society organizations. Particular attention is paid to the analysis of the material and technical base, human resources of vocational education institutions, and the study of labor market needs as prerequisites for effective cooperation. A “roadmap” for partnership development is proposed, comprising 25 steps – from defining goals and creating a strategic plan to implementing pilot projects, monitoring results, and disseminating best practices. The main areas of cooperation are identified: updating curricula, modernizing infrastructure, improving teachers’ qualifications, introducing innovations, and ensuring equal access to education. The article also highlights the need to develop partnership agreements regulating the rights and responsibilities of the parties, as well as the importance of systematic monitoring, risk management, and transparency. Practical recommendations are provided for improving the legal framework, engaging businesses, developing digital competences, and ensuring accessibility of vocational education. Implementation of these measures will contribute to training competitive specialists and supporting Ukraine’s post-war economic recovery.
