Abstract

Vynogradska G. E. Formation of professional competence of future skilled workers in the sewing industry on the basis of public-private partnership. – Qualification scientific work in the form of a manuscript. Dissertation for the degree of Doctor of Philosophy in the specialty 015 Vocational education (by specialization) – Institute of Vocational Education, National Academy of Educational Sciences of Ukraine, Kyiv, 2025. The dissertation theoretically substantiates, develops and experimentally tests pedagogical conditions for the formation of professional competence of future skilled workers in the sewing sector on the basis of public-private partnership. The relevance of the research issues is due to the dynamics of technologization of fashion industry enterprises, modernization of sewing production, improvement of technical and technological operations, production of new types of textile materials, etc. The following tasks of socio-economic progress under martial law in Ukraine are emphasized: increasing the efficiency and competitiveness of the light industry; strengthening interaction between the public and private sectors, state authorities and local governments to carry out the necessary reforms, in particular, improving the mechanism of public-private partnership. It has been established that a number of socio-economic transformations increase the need to update the content and introduce new forms of training future qualified sewing workers for professional activity, which is made possible by establishing productive cooperation between state institutions, educational institutions with various public, non-governmental, non-profit, charitable organizations, business structures, funds and foundations interested in solving the problems of innovative development of professional (vocational and technical) further V(VT) education. This entails: the need to isolate from the content of professional competence those abilities that, given the needs of the profession of future workers in the garment industry, are most in demand for their further work in the garment industry; determining pedagogical conditions favorable for the development of professional competence in future specialists in the garment industry on the basis of public private partnership; substantiation of the contextual technology of targeted formation of professional competence of future skilled workers in the sewing industry, which is effective for the development of selected abilities in institutions of vocational (vocational and technical) education on the basis of public-private partnership. The essential characteristics of the professional competence of future skilled workers in the sewing profession are substantiated as the dominant abilities of specialists in sewing professions, which are expressed in the motives, values, knowledge, skills and abilities, ways of thinking, and personal and professionally important qualities of future sewing masters, necessary for them to achieve professional success, increase competitiveness, and adapt to the labor market of the sewing industry. The content of the concept of "professional competence of skilled workers in the sewing sector" is specified as an integrative personal formation that is formed in the process of obtaining vocational education and reflects the willingness and ability of a person to apply professional knowledge, practical skills and abilities, to demonstrate relevant professionally important qualities (ability to concentrate and distribute attention, developed sensorimotor skills, eyesight, physical endurance, observation, aesthetic taste, visual-figurative and subject-action thinking, innovation, etc.), as well as value orientations (self-organization, responsible attitude to duties, compliance with norms and standards, respect for cultural and historical traditions, awareness of the economic, social, environmental benefits of professional work, etc.) for carrying out effective professional activities in the conditions of sewing production, which is determined by the dynamics of technological development and changes in labor market demands. In accordance with the requirements of employers and current professional standards, the labor functions of a master tailor are specified in the design, technological, production and technical, repair and operational areas of activity and the structure of the professional competence of future skilled workers in the sewing profile is substantiated as a dynamic integrity of four interrelated components: value motivational, which characterizes the awareness of one's own benefit from the economic and social advantages of professional activity; communicative-activity, which is determined by the ability to use technological techniques and methods of work, practical skills and abilities during training on the basis of public-private partnership; innovative-cognitive, which involves mastering the methods of rational use of various types of resources in professional activity and their constant improvement in connection with the emergence of new production technologies; reflective-evaluative, which is expressed through critical and innovative reflection and forecasting of the results of labor activity. The study substantiates the structure of professional competence of future skilled workers in the sewing industry as a dynamic integrity of the following four interrelated components: value-motivational, which characterizes the awareness of one's own benefit from the economic and social advantages of professional activity; communicative-activity, which is determined by the ability to use technological techniques and methods of work, practical skills during training on the basis of public-private partnership; innovative-cognitive, which involves mastering the methods of rational use of resources in professional activity and their constant improvement in connection with the emergence of new production technologies; reflective-evaluative, which is expressed through critical and innovative reflection and forecasting of activity results. For the first time, the main pedagogical conditions for the formation of professional competence of future skilled workers in the sewing industry on the basis of public-private partnership have been identified and scientifically substantiated: updating the content of professional and practical training of future skilled workers in the sewing industry together with representatives of light industry enterprises; creating practice-oriented educational electronic tools in institutions of professional (vocational and technical) education with the involvement of fashion industry experts; forming positive motivation to master modern production technologies. The dissertation research designed a model for the formation of professional competence of future skilled workers in the sewing sector on the basis of public private partnership, which is a generalized analogue of a complex process reproduced in a simplified form with the definition of structural and functional relationships between the objects of research. The structure of the proposed model is represented by the following blocks: methodological-target (prerequisites, goal, principles and approaches that determine the general strategy for the formation of professional competence of future skilled workers in the sewing industry in institutions of professional (vocational-technical) education on the basis of public private partnership), content (value-motivational, innovative-cognitive, communicative-activity, reflective-evaluative components of the structure of professional competence of future skilled workers in the sewing industry), subject technological (subjects, forms, methods and tasks of partner interaction, stages and pedagogical conditions for the formation of professional competence of future skilled workers in the sewing industry in institutions of professional (vocational technical) education on the basis of public-private partnership), result-evaluation (formation criteria, indicators, levels and overall result of the process of forming professional competence of future skilled workers in the sewing industry on the basis of public-private partnership). The developed contextual technology for the targeted formation of professional competence of future skilled workers in the sewing sector on the basis of public-private partnership is implemented in four main stages: analytical and organizational (development of network interaction between representatives of educational institutions and business structures); motivational and informative (increasing the level of motivation of applicants to vocational (vocational and technical) education institutions to master sewing professions, professional self determination and further self-realization in the fashion industry through demonstration by employers of employment prospects); formative and cognitive (mastery by applicants for vocational (vocational and technical) education of traditional and innovative methods and technologies of clothing production in professional activities based on the application of general and special organizational forms of training on the basis of public-private partnership); activity-reflective (stimulation of a reflective position at all stages of personal and professional self improvement and self-development, which leads to an increase in the levels of formation of professional competence of future skilled workers in the sewing profile). The technology is specified by a set of effective methods of forming professional competence of future skilled workers in the sewing profile in the conditions of public-private partnership. The study improved the diagnostic tools for assessing the levels of professional competence of future skilled workers in the sewing profession, in particular, the following criteria and indicators were identified: value-motivational (manifestation of motives for educational and professional activities, formation of personal, social and professional values); innovative-cognitive (ability to understand the technological foundations of the fashion industry, unity of professional values of sewing professionals with universal and social values); communicative-activity (knowledge of ways of developing personality, activity in educational and extracurricular activities); reflective-evaluative (ability to self-control and self analysis of one's own activities). The practical significance of the results obtained is determined by the implementation in the educational practice of vocational (vocational and technical) education institutions of scientific and methodological support for the formation of professional competence of future qualified workers in the sewing profile, which includes: a professional standard for the integrated profession "Clothing Master" (code DK 003:2010 - 7439) (order of the Ministry of Economy of Ukraine No. 304 22 dated 02/14/22), an educational standard for it (order of the Ministry of Education and Science of Ukraine No. 962 dated 08/09/2023); regulations of the All-Ukrainian competition "Breakthrough of Light Industry of Ukraine" and the International competition "Fashion Business BREAKTHROUGH"; the program of the special course "Fashion Business and Fashion Branding" and the developed methodological tools for it; seminar and training classes for advanced training of teachers and masters of industrial training of V(VT)E institutions in the sewing profile; career guidance cases for teenagers, which were used during the pedagogical experiment and were included in the content of the methodological recommendations: “Formation of professional competence of future skilled workers in the sewing profile on the basis of public-private partnership” and the electronic manual “Profession of creating fashion” for V(VT)E institutions in the sewing profile, which integrates knowledge from various special subjects, contains a set of professional and production situations, tests, and questions for self-control. The developed materials enable high-quality training of future skilled workers in the sewing profile with a high level of formation of professional competence, which will contribute to meeting the needs of the labor market, developing readiness for continuous learning and the ability to scientific knowledge, transforming public consciousness and social relations, changing the content and methods of industrial training. The results of theoretical research and experimental data can be used in the educational process of institutions of professional (vocational and technical) education in the sewing field, in the work of career centers, as well as in the system of postgraduate education, advanced training of teaching staff, scientific and methodological and innovative educational activities, etc.
