Abstract
The relevance of the topic is due to the need to study modern European experience in ensuring the quality of vocational education and training in order to improve the quality of the vocational education system in Ukraine. The purpose of the article is to investigate the quality assurance system of vocational education and training, the features of the modern quality management system of vocational education, namely: the quality assurance framework of vocational education and training and the Quality Management System (QMS) in Austria. In order to study the quality assurance and features of the quality management system of the Austrian Higher Education Institution, a wide range of methods was used, including: analysis for a detailed consideration of the constituent aspects of the quality assurance framework; synthesis to integrate the obtained results into a single whole; comparison; generalization for the formation of general conclusions; and interpretation, which made it possible to provide the obtained data with an appropriate interpretation and meaningful explanation. Main results of the study. The features of the modern quality management system of vocational education in Austria are considered, in particular the quality assurance framework of VET and the Quality Management System (QMS). The legislative quality assurance of VET is highlighted. It was found that: the central elements of quality management are the definition of quality policy and quality objectives, its planning, control, assurance and improvement (using the Deming cycle); the purpose of the quality assurance system in Austria (QMS) is the systematic and targeted implementation of school development processes and ensuring high quality of education, as well as ensuring the best possible support for the professional work of the teaching staff and the academic achievements of students. QMS is included in the «Quality Framework for Schools» ‒ QF (Quality framework), which applies to all types of schools and is the basis for the content implemented in the QMS and for the topics covered in it. Conclusions and research perspectives. QMS ‒ The Quality Management System for VET Austria helps vocational schools to promote development and improvement processes in a targeted manner and to ensure high quality teaching; consistently places the development of the quality of teaching and learning processes at the centre of quality management and provides teachers with the appropriate tools and materials for developing teaching-related quality; places increasing emphasis on the use of data for evidence-based development of school quality and teaching; reflects key data sources and assigns them to all levels of stakeholders (internal and external school evaluation data, educational monitoring, feedback data or data integrated into lessons). Vocational schools are currently gaining their first experience with QMS ‒ they are developing their school development plans and pedagogical principles and using the assessment and feedback tools on IQES Austria. The changes involved require cooperation, teamwork and the willingness of teachers to reflect on their own professional actions in schools. The right attitudes and approaches will be crucial for the new quality management system to truly «take root» in schools. Once all QMS tools have been developed and implemented, the next phase of its development has begun. With the start of the 2024/25 school year, planning for the next phase – QMS 2.0 – has begun, with the focus on ensuring that the «new QMS» is now comprehensively implemented and used throughout Austria.
