Abstract

The article, based on the generalization of the data of the Shanghai Ranking 2004-2022 and other rankings, formulates the law of increasing steepness of university ascent to the peak of excellence. The law determines that the approach of a university to the state of the highest excellence is accompanied by an increase in the rating steepness (as the difference in scores of neighboring places) of the upward trajectory. In particular, the average rating steepness for the first 10 places of the institutional version of the Shanghai Ranking 2022 is almost 1000 times higher than this characteristic for the last 100 positions (901-1000) of the rating distribution. The law is valid both for institutions as a whole and for individual academic subjects. Empirical and theoretical justifications of the law are given. The law has a statistical-probabilistic nature, allows theoretically predicting and practically projecting the behavior of both the aggregate and individual universities in advancing to leadership. Among the consequences of the law is the need for progressive, superlinearly growing concentration of resources (human, organizational, information, infrastructure, financial) to generate the university's ability to achieve the highest mission-relevant levels of complexity of educational, research, and innovation activities. The law expands the scope of the science of universities (university studies), is important for developing a strategy for the development of leading universities of the highest excellence (strategy-2), implementing the second dimension of the Bologna Process and the European Higher Education Area (competitiveness and attractiveness), and is relevant for the post-war recovery of Ukraine from the consequences of the war on an innovative, highly intellectual, and high-tech basis.
