Abstract
Volodymyr Kyrylovych Vynnychenko participated in the creation of the Ukrainian Central Rada and headed the first Ukrainian government - the General Secretariat. All four universals and other procedural documents of that time were written by V. Vynnychenko himself - they testify to the talent of the writer and lawyer (he received his diploma from Kyiv University after passing state exams as an external examiner). In May 1917, he headed the Ukrainian delegation at negotiations with the Provisional Government, from which he made the famous conclusion: "The Ukrainian problem began with Russian democracy." In August 1918, he headed the Ukrainian National Union against the recognition of the Ukrainian state by other states, headed by Hetman P. Skoropadsky. After the coup d'état, Vynnychenko headed the Directory on November 13-14, 1918. Soon, due to disagreements with S. Petlyura, he resigned and went abroad. In Vienna, he wrote a three-volume memoir PR work "The Renaissance of the Nation (History of the Ukrainian Revolution: March 1917 - December 1919)" in a short time. At the end of 1919, he left the USDLRP, organized a foreign circle of Ukrainian communists in Vienna, and created a printed organ - the newspaper "Nova Doba", in which he published his manifesto letter "To the Class-Unconscious Ukrainian Intelligentsia", announcing his transition to the positions of communism. In early 1920, he began to look for ways to return to his homeland. At the end of May 1920, together with his wife Vynnychenko, he arrived in Moscow, where he received an offer to take the post of Deputy Chairman of the Council of People's Commissars of the Ukrainian SSR with the portfolio of People's Commissar for Foreign Affairs, with co-optation as a member of the Central Committee of the CP (Bolshevik) of Ukraine. In the same year, he became the representative of Ukraine in Poland and represented Ukrainian interests on the international stage.
