Abstract

Kaitanovska O. M. Formation of professional competence of future postal operators in vocational colleges. – Qualification scientific work in the form of a manuscript. Dissertation for the degree of Doctor of Philosophy in the field of 01 Education/Pedagogy in the specialty 011 Educational, pedagogical sciences. – Ivan Zyazyun Institute of Pedagogical Education and Adult Education of the National Academy of Pedagogical Sciences of Ukraine, Kyiv, 2024. The dissertation outlined the relevance of the topic and substantiates the issues of professional competence of postal operators in vocational colleges, defined the goal and objectives, elaborated a program and methodology of the research. The results of a scientific analysis of the state of research concerning the mentioned problem are highlighted, contradictions between the level of professional training of postal operators and the requirements that the labor market places on qualified workers, their readiness to resolve difficult situations in the workplace are established. The indicated correspondence is due to the use of socioeconomic factors: outdated material and technical base in educational institutions; insufficient funding; passive participation of business entities in solving the tasks of vocational education; low prestige of working professions; lack of a system of training, retraining and advanced training of teaching staff; lack of modern educational literature and other factors. The author reveals the role and place of vocational colleges in the national education system, formulates the definition of the concept of «vocational college»; characterizes its differences from other institutions of vocational (professional and technical) education; reveals a tendency to introduce integrated professions into the educational activities of vocational colleges, which increases the level of competitiveness of graduates in the labor market. In the scientific work, a significant place is given to the analysis of the results of research into the problem of professional training of future qualified service workers in vocational colleges, which made it possible to substantiate the relevance of research into the problems of development of the service sector and, in particular, the profession of postal operator; as well as identifying its common features and at the same time outlining its specifics. A thorough analysis of a significant array of dissertations on the training of qualified workers for the service sector made it possible to generalize a group of common key competencies and a complex of specific professional (hard skills) and «soft» (soft skills) competencies that reflect the peculiarities of the professional activities of postal operators in the services market. It was found out that the training of modern workers is covered in the scientific works of both domestic and foreign scientists. Scientists prove that in the training of skilled workers it is important not to simply study the theory or perform certain operational actions, but to develop practical skills, abilities and capacities that are formed in real situations: in laboratories, workshops, at enterprises, organizations, etc. Analysis of the results of psychological, pedagogical and methodological literature concerning this topic demonstrates that despite the significant achievements of scientists in the formation of professional competence of future skilled workers, in vocational colleges, as in other institutions of vocational (professional and technical) education, there is a lack of educational and methodological literature, electronic resources, tools, as well as programs for simulating special skills in customer service, platforms that would cover all aspects of the professional training of skilled workers and allow creating more effective methods and strategies for the formation of professional competencies that meet the modern requirements of the labor market. Based on the results of the structural and semantic analysis of the essence of the phenomenon of «professional competence of a postal operator», the author’s definition of this concept is formulated and the important professional and personal qualities of a modern qualified worker in the profession of «Postal Operator» are outlined - this is an integrative quality acquired in the process of professional training, which is characterized by a set of knowledge, skills and abilities to responsibly perform functional duties in the workplace, make independent decisions in the event of non-standard situations, strive for constant self-improvement, self-education, and creative development. It is emphasized that professional competence is key for a qualified worker. Based on the analysis of scientific works, educational and methodological literature, and regulatory documents, the main requirements for postal operators are summarized. In the process of research, the structure and content of the professional competence of postal operators in professional colleges was developed and substantiated, which consists of the following components: motivational and value (components: motivational, value, conative), knowledge (components: theoretical and technological knowledge), activity (components: professional, communicative, information and technological skills), personal and professional (components (personal and professional qualities) components and their content was characterized. Taking into account the current trends of digitalization in the service sector, the information and technological component of the professional competence of a postal operator was identified - theoretical and technological knowledge and skills. The criteria for evaluating indicators (axiological, cognitive, operational, subjective) and levels of formation of professional competence of postal operators were characterized: high, medium and low. This made it possible to assess the level of their professional preparedness to perform functional responsibilities at the workplace. Based on the analysis of the State Standard for the Professional Training of Postal Operators and curricula, a methodology for the formation of professional competence of postal operators in professional colleges has been elaborated and experimentally tested, based on the forms, methods and technologies of distance and mixed learning (active and interactive methods), as well as dual learning, which contributes to the combination of theoretical knowledge, practical skills and abilities that are inherent in the effective performance of professional duties. The dissertation substantiates the pedagogical conditions for the formation of professional competence of postal operators in professional colleges and, using expert assessment methods, identifies the most important of them: creating a safe learning environment in a professional college for education seekers and teaching staff; elaborating and using educational and methodological support for the professional training of postal operators based on the principles of open education; introducing elements of dual learning into the professional and practical training of postal operators. In order to assess the levels of formation of professional competence in future postal operators at the beginning of the pedagogical experiment and upon its completion, criteria (axiological, cognitive, operational, subject) and corresponding parameters and levels of formation of professional competence of postal operators in professional colleges were elaborated. The practical significance of the obtained results consists of the elaboration and implementation of methodological recommendations for the formation of professional competence of postal operators «Professional training of postal operators: from theory to practice» into the educational process of professional institutions, intended for pedagogical workers of vocational education institutions, colleges; teachers and trainers in the system of continuous education of pedagogical personnel; scientific and pedagogical workers of higher education institutions and higher education seeekers in the specialty 015 Professional education at the first (bachelor's), second (master's) and third (educational and scientific) levels; methodologists of educational and methodological centers (offices) of vocational education for the purpose of use in the organization during the inter-course period. The scientific work summarizes the results of the research for each section of the dissertation, designed to illustrate and confirm scientific conclusions, tables, drawings, graphs and diagrams are used. After completing the research, the researcher formulates conclusions that can be used to train qualified workers in the service sector, in the postgraduate education system, as well as in the organization of scientific and methodological events (seminars, webinars, round tables, etc.). In addition, this material can be useful for developing methodological recommendations, training manuals, educational materials for teaching staff of educational institutions.
