Abstract

The scientific report presents an analysis of the specifics of the development of vocational and pre-higher professional education in Ukraine, associated with security, socio-economic, and socio-humanitarian challenges. It highlights global transformations in domestic vocational education (legislative, digital, managerial, and value-based) that influence the restructuring of its foundations and determine new strategic prospects for development amid global challenges. Emphasis is placed on the key task of the scientific community — to promptly develop new scientific approaches to organizing education and managing educational institutions in wartime conditions, enhancing the integration of graduates into the wartime labor market, and ensuring the training of specialists necessary for sustaining the country’s viability, protection, recovery, and further strengthening. The impact of research outcomes on the development of domestic pedagogical science is characterized: the introduction of a new paradigm for counseling vocational education students on youth entrepreneurship, the development of a system of principles (for organizing blended learning in the vocational (vocational-technical) education system; for counseling vocational education students on youth entrepreneurship; for developing and applying eco-oriented pedagogical technologies; and for developing and using a digital platform). Mechanisms for verifying the effectiveness of pedagogical innovations and ensuring their impact on addressing issues of professional development for pedagogical staff are outlined (implementation of a methodological system for the targeted development of professional competence of pedagogical staff in professional colleges; implementation of a program for developing teachers’ competence in using a digital platform for training qualified workers; introduction of a professional development program for pedagogical staff of vocational (vocational-technical) education institutions on organizing blended learning; conducting a series of scientific and practical events to familiarize teachers with new methods for developing and applying eco-oriented pedagogical technologies; and developing and implementing pedagogical innovations to enhance the managerial competence of heads and pedagogical staff of vocational (vocational-technical) education institutions). The targeted impact of the developed pedagogical innovations on the development of the vocational education system and their indirect influence on various security domains of the state and society (environmental, energy, economic, and social) are demonstrated. Promising directions for the development of the scientific institution and vectors for strengthening its collaboration with all stakeholders in Ukraine’s vocational education are outlined.
