Abstract
In the conditions of the modern transformational environment of the life of countries, territorial communities and each individual, the phenomenon of quality of life and a healthy economy is becoming increasingly important - at the same time, one of the main factors here is the quality and content of continuing education for all, along with human well-being and health, which is recognized as a priority of the 21st century. High-quality education ensures the formation of a system of competencies in young people for successful self-realization in modern society. The purpose of the article is to highlight theoretical approaches to the content and meaning of the concept of continuing social education as a necessary factor in the implementation of sustainable development goals and innovative transformations in the context of territorial communities, humanitarian aspects of socio-economic activity in each location; develop recommendations for improving mechanisms for improving the quality of continuing education at the level of the local (territorial) socio-economic environment. For the purposes of the study, methods of theoretical and empirical content were used: a literature review of scientific publications in the field of continuing education, educational management, pedagogical modeling of organizational approaches to managing the quality of continuing social education. The study is based on the assumption that to ensure the quality of continuing education at the local level, it is advisable to use mechanisms of social coordination, implemented in the structural and functional model of the coordinating municipal center of educational resources, on the basis of which conditions are created for interactive interaction of all subjects of the continuing educational process, coordination of local educational, training and social activities based on the synergy of content, process, result and subject components; necessary to ensure high-quality and accessible education for all; technological coordination by means of knowledge management and knowledge engineering technologies. The educational and socio-humanitarian aspects of organizing an educational hub of local importance as an interdisciplinary structure that integrates the efforts of stakeholders, beneficiaries, local users - participants in training and local administrations for the development and implementation of territorial development projects, in accordance with the European integration strategies of our country, are highlighted. It is concluded that continuous social education has a decisive impact on the innovative development of local communities and territorial communities. Higher and extracurricular education institutions, provided with a regulatory, legal and material and technical base for creating a broad integrated partnership of all participants in the local socio-economic space, have great opportunities for this.
