Abstract

The possibilities and prospects of public accreditation of educational institutions as a form of independent assessment of their quality of education are highlighted. The components of the education quality assurance system are characterised, and the system of external education quality assurance is specified. It is substantiated that public accreditation of an educational institution is a form of evaluation of an educational institution in terms of the effectiveness of the internal system of quality assurance and ensuring that students achieve the learning outcomes provided for by educational programmes and educational standards. Public accreditation of an educational institution is carried out in order to recognise the quality of educational activities of an educational institution and to form its positive image and reputation. This process is carried out on a voluntary basis at the request of the educational institution. The peculiarity of the procedure of public accreditation of an educational institution is that it is carried out exclusively by representatives of the public without the involvement of employees of state authorities or local self-government. A prerequisite for civic associations to exercise their new powers is the successful completion of the accreditation procedure carried out by the State Education Quality Service of Ukraine. This approach is aimed at strengthening public-state partnership. It is proved that an important component of the public accreditation of educational institutions is the methodology, which is the document that comprehensively describes all aspects of the procedure.
