Abstract
The article is devoted to clarifying key European standards as the basis for the formation of national standards of social inclusion in the higher education system. The study is based on a comprehensive selection, analysis, comparison, and generalization of the provisions of the main European official documents on the essence, content, and principles of social inclusion in higher education. The search and selection of documents in the study was carried out according to such key concepts as: inclusion/social inclusion; academic inclusion; social dimension of higher education; diversity; equality/inequality; exclusion/alienation; non-discrimination, and their correlation. The source basis of the study is the provisions of the “Sorbonne Joint Declaration” (1998), the “Bologna Declaration” (1999), the “London Communiqué” (2007), the “Paris Communiqué” (2018), the «Rome Ministerial Communiqué» as well as documents of the Bologna Follow-up Group (BFUG), including “Indicators and Descriptors for the Principles of the Social Dimension in the European Higher Education Area” (2024), etc. The content of the study logically reveals the fulfilment of the main research tasks aimed at: (1) revealing the content of special European standards of social inclusion in the field of higher education; (2) clarifying the latest standards and approaches to social inclusion in higher education. The study proposes a definition of the policy of social inclusion (social dimension) in higher education as a system of legal, scientific and research, program-targeted, financial and economic, organizational, informational (socio-psychological) measures at the national and institutional levels, that are formed and implemented with the aim of developing the space of inclusive higher education to ensure social human rights in order to “leave no one behind”, by (1) eliminating social barriers that cause inequality of opportunities, exclusion/alienation from higher education of individual people/groups of people due to their diversity (by race, gender, social structure, ethnicity, religion, health, abilities and other social, economic, humanitarian and political characteristics), (2) ensuring the formation of a legal culture regarding social diversity, equality, non-discrimination, inclusion, justice, (3) creating conditions for improving opportunities/chances representatives of different social groups (in accordance with the existing social structure of the population) to fair access, study and completion of higher education in all higher education institutions in all educational programs of all fields of knowledge.
