Abstract

The author describes an important problem of modern Ukrainian society under war conditions, namely the state of mental health and ill health of the most vulnerable category - children with special educational needs. The features of mental health disorders, the main signs and consequences for social well-being are outlined. The essence of "social incompetence" or the so-called "social disability" is revealed.
