Abstract

The development of the state's economy depends on the training of personnel who are competitive on the world and domestic labor markets.However, the system of training specialists in Ukraine is characterized by pronounced structural problems and low performance indicators compared to international standards, a professional-qualification imbalance of demand and supply, and a lack of skills and competencies demanded by employers among graduates of higher education institutions. n the international monograph, the skills gap is analyzed as a global problem of human capital development. The essence and main reasons of the qualification gap in the labor market in the conditions of the war and the post-war recovery of the economy of Ukraine are substantiated. The gradation of the competencies and qualification skills of a modern specialist with a higher education was carried out in accordance with the socio-economic conditions of the development of production, the requirements of employers and key stakeholders in order to develop a new comprehensive system of training highly qualified specialists for the needs of the country's economy under martial law.The demand for new specialties, competences, qualifications, skills and areas of activity in the training of specialists with higher education, professional requests and expectations of employers and key stakeholders regarding the training of competitive specialists with higher education were traced; requests, expectations of applicants, graduates of higher education institutions in educational services, competencies, qualification skills. In the international monograph, the analysis and classification of qualification gaps in the labor market for persons with higher education by groups of professions (executives and managers; professionals and specialists) in 6 regions of Ukraine (Dnipropetrovsk, Zaporizhia, Kyiv, Odesa, Kharkiv, Khmelnytskyi) and Kyiv.The most popular professions, the shortage of vacancies (the largest number of unemployed), the shortage of personnel (the largest number of vacancies) have been determined. The results of the scientific search were obtained in accordance with the comprehensive topic of the Bilotserk National Institute of Continuing Professional Education "The qualification gap in the labor market in the conditions of war and post-war recovery of the economy of Ukraine" (0124U001101, 2024). For the general public of educators and employers who are involved in the organization of various segments of continuous professional development of specialists for the post-war reconstruction of the economy of Ukraine.
