Abstract
The research report presents three main aspects of the development of vocational education in Ukraine: the functioning in war conditions, the role in the post-war recovery of the country and the tasks of integration into the EU educational and research area. The author analyses the transformation of labour markets and educational services in the field of vocational and pre-higher education caused by the war. The reasons for the increased participation of the private sector in vocational education of workers are substantiated. The article describes the geopolitical and national challenges of the national labour market (acute shortage of workers in the EU countries; critical emigration of labour resources from Ukraine; a significant percentage of Ukrainians adapted to European labour markets during the war) and shows the transformation of the national vocational education system (the need to meet the requirements of the military labour market, preservation of unpopular martial law specialties, opening of new professions and development of appropriate professional standards to accelerate the country's post-war recovery). It also describes the personnel specifics of regional labour markets and the problems of internally displaced educational institutions and highlights the peculiarities of introducing specialised secondary education and transforming the content paradigm of vocational education. Special attention is paid to the activities of the Institute of Vocational Education of the National Academy of Educational Sciences of Ukraine on scientific and methodological support for the modernization of vocational and specialized pre-higher education (development and implementation of innovative methods and technologies; preparation of scientific, educational, production-practical and reference products; holding of mass events and experimental work in educational institutions, etc.) to prepare future specialists for the post-war recovery of the country (development of digital, ecological, energy-efficient, legal, self-educational, career, entrepreneurial and other competencies). The attention is focused on the importance of a fundamental change in the national paradigm of socio-humanitarian education of future specialists, as well as on more active development of public-private partnership. The article presents the scientific achievements of the Institute's scholars on the study of European experience in the development of the vocational education system, its analysis and implementation in modern educational practice of Ukraine.
