Abstract

EU research on education policy accelerated with the Bologna Process, launched in 1999, and the Lisbon Summit of 2000 (TEPAV, 2006). The Bologna Declaration was prepared in the framework of the Sorbonne Declaration. The process following the Declaration was assessed as the “Bologna Process”. Although the Bologna Process is a process developed separately from the EU, the latter has more influence on the process, as most of its members are EU members, and the EU Commission has been given a special status in the decision-making process. Thanks to the Bologna Process, countries have started to exchange experiences comparing their higher education systems with those of other countries and to form regional cooperation to develop solutions to similar problems they share. The aim is to create a space for European higher education, ensuring harmony in creating a competitive system.
